Waiters joined the Vancouver Whitecaps as head coach during the North American Soccer League's 1977 season and later became President and General Manager.

During his five-year tenure, the Whitecaps won two Divisional Titles (1978 and 1979) and became the NASL Champions (Soccer Bowl) in 1979. Waiters was voted NASL Coach-of-the-Year in 1978; in the same year, the Whitecaps had the most wins in a season in the NASL. Tony Waiters holds the second best all-time NASL winning percentage for coaches (after Hennes Weisweiler of the New York Cosmos).
